Câmara de Vereadores decide se Guarda Municipal de São José receber...

Coletes à prova de bala, novas viaturas e cursos de capacitação devem ser adquiridos com uma verba de quase um milhão

A Câmara Municipal de São José pode aprovar na sessão desta quarta-feira (29) a liberação de um recurso de R$ 986.659,00 para equipar com novos carros e coletes balísticos a Guarda Municipal da cidade. A quantia vem através de um convênio com a Senasp (Secretaria Nacional de Segurança Pública), órgão do Governo Federal. A Câmara precisa autorizar o convênio porque se trata de um crédito adicional destinado ao poder executivo municipal. Dentro deste valor há ainda o acréscimo de R$ 250 mil de recursos próprios do município.

No total, devem ser adquiridos 150 coletes à prova de bala. “Isso significa que cada guarda municipal terá o seu próprio colete. Hoje todos precisam fazer um revezamento deste equipamento de segurança, o que prejudica em muito o trabalho”, destaca o comandante da Guarda Municipal, Jefferson Lima. Com o convênio os guardas terão à disposição novos veículos, entre automóveis e caminhonetes. “Nossos carros circulam desde 2005, estão totalmente defasados”, completa o comandante Lima.

A guarda municipal de Jequié recebeu a verba destinada pela secretaria nacional de segurança publica no valor de R$ 257.400,00 a verba é destinada para a restruturação da instituição na verdade a administração publica não terá esses valores em especie e sim em equipamentos logísticos como coletes a prova de bala, capacete ant-balísticos, uniformes, tonfas, pistolas não letal, motos, carros, bicicletas, rádios de comunicação cursos de qualificação e muito mais, a luta desses guardas municipais principalmente do GM Fraga e outros gms que lutaram muito por isso, aproveitamos a oportunidade para parabenizar este guerreiro e os demais GMs por sua dedicação mesmo sem apoio da administração publica municipal, pois esse abandono por parte do prefeito municipal de Jequié é muito visível não apenas pela net ou denuncias, pois isso é visto na cidade apenas uma viatura patrulhando pouquíssimas ruas e ainda sem condições de uso nota se que os pneus estão completamente carecas como o o blog do júnior Mascote denunciou, e muitos outros blogs, de modo que esse mérito da verba é tão somente dos guardas municipais e seus familiares que os apoiam ao contrario do prefeito e seu comandante que vem sendo frequentemente acusado de desvio de munições, mantimentos e boinas para outras instituições policiais, além de fazer uso da viatura para seus negócios particulares.

Por isso parabenizamos aos guardas municipais de Jequié e população por essa verba federal.

Audiencia Publica sobre a PEC 534 e atribuições das Guardas Municipais

Tive o prazer de participar esta tarde da audiência pública realizada pelo deputado federal delegado Francischini (PSDB PR) relator do projeto de lei nº 1.332/2003 que regulamenta as atribuições das guardas municipais.

O deputado estará realizando audiências em várias regiões do país para debater o tema polêmico. 

Várias autoridades se manifestaram, posso dizer que me chamou a atenção o que disseram o próprio deputado Fernando Franceschini, seu esforço em dar uma solução ao problema; 

O deputado estadual Mauro Moraes (PSDB) que apoiou o reconhecimento da função policial de fato e de direito das guardas municipais;

O delegado geral da Polícia Civil do Paraná e ex- secretário da SMDS, delegado Michelloto, que afirmou que, para ele, "as guardas municipais são polícias municipais";

E finalmente o guarda municipal Peruchi, presidente do SINDIGUARDAS Paraná, que trouxe uma reflexão positiva sobre o que é e o que deve ser a atuação das guardas municipais.

Esse é um momento muito importante na história das guardas municipais, pois até aqui não há registro de parlamentar algum que tenha percorrido o Brasil em audiências públicas para debater o tema e levar a prórpia sociedade a uma reflexão sobre os rumos da Segurança Pública no país.

Mais do que nunca, esclareceu o deputado, o bem público deve estar em primeiro plano, não se trata de defender uma instituição ou outra, mas de se buscar o bem da população. Nesse sentido as guardas municipais são e devem continuar sendo parceiras dos demais órgãos na construção de um modelo de segurança eficaz e moderno. Isso passa, necessariamente, pelo reconhecimento legal da função e da atuação das guardas de todo o país.

As audiências têm por finalidade angariar "ínsumos na base", como sabiamente lembrou o coronel representante da PMPR, para a construção da lei orgânica que delineia as competências gerais das guardas municipais e para a aprovação da PEC 534 de 2002 de autoria do senador Romeu Tuma, falecido em outubro de 2010.

É importante que todas os guardas do país estejam unidos no debate e na aprovação da lei, para isso se faz necessário que haja participação e engajamento ativo dos guardas e das entidades que os representam.

NOVAS VIATURAS, PORTE DE ARMA 24 HORAS, CONCLUSÃO DE CURSO

 

                                                                                         NOVAS VIATURAS MODELO VECTRA PARA A GCMSJC

Hoje pela manhã (07.07.2011), a Guarda Civil Municipal de São José dos Campos, recebeu 20 novas viaturas GM Vectra, modelo "Elegance", rodas de liga leve, aro 19, pneu radial, vidro e travas elétricas, ar condicionado, direção hidraulica progressiva, sinalizador acústico visual com drive de sirene de 150 Watts, motor 2.0 "flex", quatro portas, com grafismo totalmente remodelado e com o novo escudo de armas da Corporação, o investimento nessas viaturas foi considerávelmente alto, superou a marca de R$ 1.000.000,00, em breve a Guarda Civil Municipal também deve receber uma Unidade de Video Monitoramento Móvel, a viatura já está em fase de adaptações técnicas para integrar a nova frota, noticio também a entrega a cerca de trinta dias de 10 novas motocicletas Honda, modelo XRE 300, os veiculos e motocicletas antigas com média de dez anos de uso, estão sendo avaliadas e serão reformadas para servirem de reserva ou baixadas no Almoxarifado da Prefeitura Municipal.

A aquisição de viaturas, motocicletas e unidade de video monitoramento, bem como a reforma fisica das oito Inspetorias da GCM e a aquisição de mobiliários e equipamentos de informática para todas elas, faz parte do "Programa de Valorização Profissional e Institucional da Guarda Civil Municipal de São José dos Campos", outra boa noticia foi a promoção ao cargo efetivo de 1ª Classe dos optantes pelo regime da Lei Complementar 359/2008.  -Com um Comando de carreira e a ação imediata da nossa Secretária Marina de Fatima de Oliveira e do Prefeito Eduardo Cury a Guarda Civil deu um salto de qualidade em todos os aspectos a "estrutura" tornou-se profissional e recebeu investimentos continuos desde o inicio de 2009, a Secretária Marina é muito atuante e tem carinho especial pela nossa Corporação, cobra posicionamentos e atitudes dos Guardas Municipais e da Guarda Municipal, mas investe e reconhece o trabalho, graças ao trabalho da Secretária junto ao Senhor Prefeito, hoje temos atribuições de "Policia Administrativa", atuamos em todas as Regiões da cidade, podemos orientar, notificar, multar, fazer a apreensão de mercadorias e até interdições de atividades se for o caso, ganhamos respeito.

Outro ponto de destaque foi a formatura da 4ª turma do Curso Guarda Cidadã, agora temos 186 Guardas Civis Municipais com capacitação continuada em assuntos relativos as técnicas policiais e ciencias humanas, a formação é multidiciplinar e abrange várias áreas de conhecimento para o dia a dia dos Guardas Civis Municipais, a carga horária do Curso Guarda Cidadã é de 80 horas, incluindo Defesa Pessoal, Redação, Ordem Unida, Ordem Pública, Meio Ambiente, Etiqueta Profissional, Direitos Humanos, Polícia Comunitária, Técnicas Operacionais e Resoluções da ONU para encarregados da Aplicação da Lei e da Ordem, estamos formando a Policia Administrativa de fato e de direito, o Guarda Civil Municipal saí do curso com nova visão do que é Guarda Municipal e suas atribuições, o curso todo é coordenado pelos Inspetores da Guarda Civil Municipal e aplicado dentro das dependencias da Corporação, a sala tem espaço para 60 alunos, ar condicionado, data show, notebook, tratamento acústico e termico, conforto total para os Alunos e Instrutores.

Foram entregues 20 Portes de Arma de Fogo 24 Horas, do total de 82 emitidos no 1º Lote de Portes de Arma de Fogo 24 horas, oriundos do Convênio com a Policia Federal, os GCM poderão portar tranquilamente e dentro da lei suas armas de fogo nas 24 horas do dia, foi um caminho longo até chegarmos ao Porte de Arma 24 horas, foram muitas indas e vindas, estudos e pesquisas, mas conseguimos fechar a questão, nossa equipe de profissionais é forte e trabalha unida em torno da nossa causa, costumo dizer que "puxamos todos do mesmo lado", quem puxar do lado contrário acaba ficando sozinho e a pé.

Ministério da Justiça entrega 545 tasers destinados às autoridades de segurança estaduais

Minas Gerais vai ganhar quase 200 postos de coleta de armas e munições com o lançamento oficial no Estado, na terça-feira (5), da Campanha do Desarmamento 2011 - Tire uma arma do futuro do Brasil. O secretário de Estado de Defesa Social, Lafayette Andrada, e o secretário-executivo do Ministério da Justiça (MJ) e coordenador nacional da Campanha do Desarmamento, Luiz Paulo Barreto, assinaram um Termo de Cooperação Técnica entre União e Estado, que inclui as forças de defesa social de Minas Gerais, com destaque para a Polícia Civil e a Polícia Militar, na rede de recebimento das armas. A solenidade que deu início à campanha aconteceu no Teatro da Assembleia Legislativa, em Belo Horizonte.

A partir da assinatura do Termo de Cooperação Técnica, a Polícia Militar terá cerca de 100 postos de arrecadação, que funcionarão em batalhões e companhias independentes. Já a Polícia Civil contará com 72 postos, localizados nas delegacias regionais do Estado. Atualmente, a Polícia Federal conta com oito locais de coleta na capital e interior.

“Existe uma relação direta entre a quantidade de armas de fogo circulando e a violência e a criminalidade. Por isso, Minas Gerais não poderia deixar de abraçar e apoiar esta campanha do governo federal”, destacou o secretário Lafayette Andrada.

De acordo com o secretário, em virtude do tamanho do território mineiro e para aumentar a capilaridade da campanha, a Secretaria de Estado de Defesa Social (Seds), por meio das polícias, vai elaborar um desenho lógico de uma rede, onde as cidades polos do Estado vão coordenar as cidades satélites. “Nós conseguiremos que mais de 100 cidades estejam presentes de maneira efetiva na Campanha do Desarmamento, em 2011”, disse.

Durante a cerimônia de lançamento da campanha, foram entregues, simbolicamente, pelo Ministério da Justiça, 545 armas não letais (tasers) destinadas às autoridades de segurança estaduais. A Polícia Militar receberá 315 tasers, a Guarda Municipal de Belo Horizonte, 200 e a Guarda Municipal de Varginha, 30.

Novidades
A Campanha do Desarmamento foi lançada no país no dia 6 de maio. Em dois meses já foram devolvidas aproximadamente 12 mil armas, segundo dados do Ministério da Justiça. Em Minas Gerais, de acordo com a Polícia Federal, de janeiro a até hoje, 630 armas foram entregues.

Neste ano, a campanha traz novidades em relação às realizadas anteriormente, como a inutilização da arma já no ato da entrega, a ampliação dos postos de recolhimento e a participação efetiva da sociedade. Além das delegacias de Polícia Civil e dos quartéis de Polícia Militar, que passam agora ter posto de recolhimento, o Ministério da Justiça irá cadastrar organizações não governamentais (ONGs), associações de bairros e igrejas para receberem as armas e munições.

No ato da entrega das armas, a pessoa irá receber um cupom com a numeração do equipamento e 24 horas depois poderá sacar o dinheiro em qualquer agência do Banco do Brasil. O valor vai variar entre R$ 100,00 e R$ 300,00, dependendo do tipo de arma entregue. O procedimento é mais um diferencial, já que em campanhas anteriores havia uma demora de até três meses para receber a indenização. O cidadão que entregar a arma de fogo, acessório ou munição não necessitará ser identificado.

“Um país como o Brasil, com uma taxa de crescimento elevado e com inserção no cenário internacional, não pode conviver com altos índices de violência, que atingem pessoas das mais variadas classes sociais”, relatou o secretário-executivo do Ministério da Justiça e coordenador nacional da Campanha do Desarmamento, Luiz Paulo Barreto.

Comitê Gestor

No dia 5 de maio de 2011, foi instituída a Comissão Gestora Estadual da Campanha do Desarmamento. O grupo se reúne todas as quintas-feiras, na Escola do Legislativo da Assembleia Legislativa, para discutir assuntos relacionados à campanha e desenvolver estratégias para uma maior adesão por parte da população. “O fato de já existir uma comissão estadual já estruturada em Minas Gerais, mostra um quadro absolutamente favorável ao desenvolvimento Campanha do Desarmamento junto aos mineiros”, afirmou Luiz Paulo Barreto.

Estatuto do Desarmamento
O Estatuto do Desarmamento (Lei 10.826/2003) entrou em vigor em 2003 e regulamenta o registro, a posse, o porte e a comercialização de armas de fogo e munição no Brasil. Com o estatuto, o país passou a ter critérios mais rigorosos para o controle das armas. Foi o estatuto que instituiu a realização das campanhas de desarmamento, prevendo o pagamento de indenização para quem entregasse espontaneamente suas armas, a qualquer momento, à Polícia Federal.
